Account Number and Services
When you add a new US Postal Service carrier account, the page to enter the US Postal Service account number appears. On this page, you also select the US Postal Service services with which you will ship packages from this location.
To configure the US Postal Service account number and services, complete these steps...

From the Carrier drop-down list, select United States Postal Service.
-
In the Account Number field, type the US Postal Service account number for this location.
-
In the Domestic Code field, type a name for the carrier as you want it to appear in this Configuration Tool and in Parcel. For example, if you are setting up more than one UPS account for this location, you might want to type USPS-2 if this is the second USPS account for this location.

In the eVS check box, select or clear this check box for enabling / disabling eVS manifesting while adding the USPS carrier.
Notes:
-
This check box is cleared (not selected) by default.
-
After selection of eVS/Non eVS while adding the USPS carrier, you will not able to change the eVS status from Account Defaults.
-
If you create the Non eVS account then in the Account Default >> eVS tab all the fields are displayed in read-only mode.
-
If you create the eVS account then in the Account Default >> eVS tab, only eVS check box is displayed in read-only mode and you can edit values in remaining fields.

In the Services section, select the services that you will use to ship US Postal Service packages from this location by moving them from the left-hand column to the right-hand column. To select all of the services at once, click ADD ALL. You can also use the Move Up and Move Down to change the order of the services in the list.

The USPS is rebranding Express Mail as Priority Mail Express as of January 26, 2014. Service names in the Parcel UI reflect this change.

Each basic service has several or more specific types that apply to this service; for example, First Class Flats, First Class International, etc.
-
For International Special Services, it is up to the user to determine which countries support which services. These services are as follows:
- Priority Mail International Insurance
- Registered Mail
- Return Receipt
- Restricted Delivery -
Parcel now automatically calculates and includes the USPS Barcoded Discount for services with barcoded labels. For standard and flat-rate USPS packaging, Parcel now automatically barcodes all labels for all services. Some services with nonstandard (user) packaging may result in non-barcoded labels. In this case, when the label displays or prints out, you need to verify whether it is barcoded or not to determine if the Barcoded Discount or Non-barcoded Surcharge applies.

Note: Priority Mail Express International is for International delivery of packages. This service provides day-certain service with a money-back guarantee to Australia, China, Hong Kong, Japan and Korea.
Bound Printed Matter (BPM)
Permanently-bound sheets of advertising, promotional, directory or editorial material such as catalogs and phone books.

Can weigh up to 15 pounds.
-
Sheets must be permanently-bound by secure fastenings such as staples, spiral binding, glue or stitching.
-
At least 90% of the sheets must be imprinted by any process other than handwriting or typewriting.

Rates are based on weight, distance, and shape.

First Class
For postcards, letters, and large envelopes. This service, along with Priority Mail and Priority Mail Express, can be used for personal correspondence, handwritten or typewritten letters, and bills or statements of account. It may also be used for advertisements and lightweight merchandise.
The weight limit for First-Class Mail is 13 ounces. For heavier items, use Priority Mail.

Media Mail
Mail books, sound recordings, recorded video tapes, printed music, and recorded computer-readable media (such as CDs, DVDs, and diskettes). Can not contain advertising except for incidental announcements of books.

Maximum weight for Media Mail is 70 lbs.

Presorted rates are available for bulk quantities of Media Mail (minimum quantity is 300 pieces).
-
A bar code discount is available for Media Mail.
-
Rates are based on weight and size.
Priority Mail
Delivery of documents and packages in an average of 2 to 3 days. Flat-rate shipping is also available for any destination and any weight up to 70 lb. when you use either Flat Rate Envelopes or Flat Rate Boxes.

Delivery to every address in the United States - including PO Boxes and military addresses.
-
Flat rate envelopes and flat rate boxes are available.
-
Maximum weight is 70 pounds, and the maximum size is 108 inches in length and distance around the thickest part combined.
Parcel Select
Ground delivery for sorted parcels. Three levels of entry allow you to mail sorted parcels closer to their ultimate destination.
Parcel Select Lightweight
Allows you to prepare and sort your mail to achieve lower postage costs. Use it to mail printed matter, flyers, circulars, advertising, newsletters, bulletins, catalogs, or small packages.

An annual mailing fee of $160 is required.
-
Each piece must weigh less than 16 ounces.
-
A minimum of 200 pieces or 50 pounds per mailing is required.
-
Cannot be used for sending personal correspondence, handwritten or typewritten letters, or bills and statements of account.

Rates are based on weight, shape, preparation, and entry. Automation rates are lower than nonautomation rates.
Parcel Select Nonpresort
Parcel Select Nonpresort is the commercial equivalent of USPS Standard Post. There are no special discounts and no minimum number of pieces required. See the USPS Quick Service Guide for Parcel Select (under Commercial Parcels).

eVS Sequence Bank
If you are configuring Parcel with eVS, you can use the eVS Sequence Bank screen to set sequence values for the eVS manifest. Alternatively, if you have only a single location for a specific Master Mailer ID, you can accept the default sequence values. However, if you have multiple locations with the same Mailer ID, you must configure unique sequence values for the USPS carriers under each location using this screen. (See the

eVS Manifest Sequence Numbers
Each eVS upload file contains a Header record with the Electronic File Number (EFN) used by USPS to differentiate upload files. The EFN is a unique 22-digit number with the following structure:

Two-digit Application Identifier (always 91).
-
Two-digit Service Type Code (always 50 for an EFN).
-
Nine-digit Mailer ID (see the following topic: US Postal Service - Account Defaults - eVS Tab ).
-
Eight-digit fixed length sequence number (see the following Note).
-
Single digit check digit number.
Note: For Parcel instances with multiple locations, each location can have the same Master Mailer ID used to create the EFN. In this case the value used for the eight-digit fixed length sequential number must have a starting point for each location such that no two locations use of the same sequence number within 180 days.

Type your Mailer ID (formerly D-U-N-S Number). The Mailer ID assigned by USPS that uniquely identifies the agent associated with a particular mail piece. This agent may be the mail owner, a mail service provider, or a mail transportation company (mail logistics and distribution companies). The Mailer ID is a field within the Intelligent Mail barcodes that used to identify Mail Owners and/or Mailing Agents. It is required in all Intelligent Mail barcodes. Mailer ID is sometimes abbreviated to MID. You apply to the USPS for a Mailer ID.

Presorted Parcel Select Lightweight shipments are a form of consolidation. When you configure this type of shipment, Parcel re-rates the shipment at the reduced rate offered by USPS. You can also specify the type of NDC presort for a shipment on the Warehouse Options screen by selecting one of the following options from the PS Lightweight Sack Level drop-down list: - 5-digit – 5-Digit NDC sortation rate for Parcel a Select Lightweight presorted shipment. - Mixed NDC – No pre-sort rate for the Select Lightweight shipment. This is the default if no option is selected. - NDC – Presort rate for a Parcel Select Lightweight presorted shipment.

The Pre-sort rate on the Account Default Account Tab settings for Parcel Select Lightweight applies only to re-rating that occurs during the Close process. To obtain an immediate rate at Ship time, select the appropriate options from the PS Lightweight Sack Level drop-down list on the Warehouse Options screen.
After configuring the Account Defaults Account Tab, click SAVE in the lower-right corner of the screen to save any changes you make or click CANCEL to revert to the original values.

Warning: Currently USPS International Services are disabled in Parcel pending the availability of the USPS systems required to support them. In anticipation of
this support, these services are still options on the Web Admin carrier setup screen for a USPS carrier but including them for the carrier and specifying them for a shipment returns an error message.
The term Commercial Rates can refer to the following:
-
Commercial Base Pricing – No volume requirements other than normal permit imprint or presort requirements, if applicable. Eligibility is based primarily on how shipments are prepared. These reduced rates are available for customers who use systems that generate an IBI (Information Based Indicia) and submit data electronically to USPS.

Commercial Plus Pricing – Eligibility is based primarily on shipping volume as follows: - Priority Mail®: 75,000 pieces or more in prior year. - Priority Mail Express®: 5,000 pieces or more in previous four quarters.

Commercial Plus Cubic Pricing – Available for Priority Mail Domestic shipments only. See the section USPS> Commercial Plus Cubic Pricing .

The USPS Track/Confirm Web Service relies on a USPS Web Tool that lets customers determine the delivery status of their Priority Mail, Priority Mail Express, and Package Services (Parcel Post, Bound Printed Matter, Library Mail, and Media Mail) items sent using the Delivery Confirmation option. This Web Service also provides tracking data via a local Web site. The Web Service returns tracking and/or delivery confirmation information for packages requested by the client.

Split Horizon
What is Split Horizon?
Determining shipping rates and accessorials is typically accomplished by querying a database with rate and accessorial tables supplied by the carrier. Most carriers have a default set of list rates and accessorials that they publish annually or semiannually. In addition to list rates and accessorials, some large shippers negotiate their own custom rates with a carrier.
Because carriers may decide to change their rates at any time during the year, there is a date when a set of rates goes into effect. There may also come a date when the current set of rates is no longer in effect. This means that more than one set of list rates can be stored in the database simultaneously, including custom rates. Split horizon rating provides a way to automatically determine the correct rates to use.
Use the Split Horizon screen to define Split Horizon tables for rates and accessorials.

Edit or Delete a Split Horizon table
To edit a Split Horizon table:

Select the row that you want to edit by clicking the far-left column of the row.

Click the the EDIT icon at the top of the screen to display the edit dialog.
Note: You can select more than one row by holding down the left mouse button and dragging the mouse. Or hold down the Ctrl key on your keyboard and click specific rows. -
Change the values in the fields that you want to edit, and then click SAVE to save your changes or CANCEL to revert to the previous values.
To delete a Split Horizon table from the displayed list of tables:

Select the row, and then click the DELETE icon .

A confirmation dialog opens. Click OK to delete the table or click Cancel to keep the table.
Import TinT Files
Transit time calculations for a US Post Office carrier require user-maintained transit time data. You can import this data into the Parcel carrier database using the Import Time in Transit Files screen. This feature also includes the capability for the user optionally to import and maintain carrier Holidays at the destination level for the Time in Transit calculation to include when calculating an expected delivery date.
You must
create and maintain the following Time in Transit files
for data import:

Geographical information (origin/destination cities, postal codes, etc.) - Required for first import.

Time in transit data based on carrier service and destination - Always required.

Holiday file containing information about destination holidays - Optional
When you import these files, Parcel inserts the data from these files into the US Post Office carrier database. If you have
Time in Transit
enabled, when you perform a Rate or Ship, Parcel displays the transit time for the shipment.

Time in transit calculations for a US Post Office carrier are based on user estimate of typical delivery times for specific services and routes.

All files that you import must be located on a local drive of the DIServer. The absolute path that you specify according to the following table represents the file location on the DIServer.

This data does not come from the US Post Office and must be specified by the customer.
Import Time in Transit Files
Use the Import Time in Transit screen to import the following data files for transit times and locations (origins and destination (required files are in bold).
To import Time in Transit files:

Create the Time in Transit files (see the following section for file format information), and then copy these files to a directory local to the Parcel DIServer.

Use the Import Time in Transit screen in the Parcel Configuration (Web Admin) tool to specify the path names and filenames for these files according to the following table:

Format for Time in Transit Files
The time in transit files that you import (see previous section) must be comma-delimited CSV files of which the first row consists of the column (field) names listed in the following table. Subsequent rows contain comma-delimited data corresponding to the column names.
Notes:

You can copy and paste the following column name strings directly into the CSV file.

The values in the Geo Code fields can be arbitrarily defined, but since this column serves as the primary key, they must follow the same convention in all the files.

The Origin and Destination address data for a shipment must be identical to the corresponding data in the Geographic Data file (Address <n>, City, State).
-
The values for Transit Days and Transit Time are those estimated for the route defined by the Origin Geo Code and Destination Geo Core.
The values for the day columns in the Work Days file are: "y" (without quotation marks) if the day is a working day and "n" (without quotation marks) if it is not a working day.

Carrier Contract (CSSC)
If you have contracted rates with the US Postal Service, you can use this screen to enter contract information for the pricing methods that apply to specific US Postal mail classes. You can enter a Customized Shipping Services Contract (CSSC) Number and Product ID for each mail class that Parcel supports. The information that you enter for each pricing method appears in table form on this screen. For information on creating and editing rows on screens in table form, see the following Help topic:
