Account Number and Services

When you add a new US Postal Service carrier account, the page to enter the US Postal Service account number appears. On this page, you also select the US Postal Service services with which you will ship packages from this location.
To configure the US Postal Service account number and services, complete these steps...

  1. From the Carrier drop-down list, select United States Postal Service.

  2. In the Account Number field, type the US Postal Service account number for this location.

  3. In the Domestic Code field, type a name for the carrier as you want it to appear in this Configuration Tool and in Parcel. For example, if you are setting up more than one UPS account for this location, you might want to type USPS-2 if this is the second USPS account for this location.

  4. In the eVS check box, select or clear this check box for enabling / disabling eVS manifesting while adding the USPS carrier.

    Notes:

    • This check box is cleared (not selected) by default.

    • After selection of eVS/Non eVS while adding the USPS carrier, you will not able to change the eVS status from Account Defaults.

    • If you create the Non eVS account then in the Account Default >> eVS tab all the fields are displayed in read-only mode.

    • If you create the eVS account then in the Account Default >> eVS tab, only eVS check box is displayed in read-only mode and you can edit values in remaining fields.

  5. In the Services section, select the services that you will use to ship US Postal Service packages from this location by moving them from the left-hand column to the right-hand column. To select all of the services at once, click ADD ALL. You can also use the Move Up and Move Down to change the order of the services in the list.

    1. Notes:

      • The USPS is rebranding Express Mail as Priority Mail Express as of January 26, 2014. Service names in the Parcel UI reflect this change.

      • Each basic service has several or more specific types that apply to this service; for example, First Class Flats, First Class International, etc.

      • For International Special Services, it is up to the user to determine which countries support which services. These services are as follows:
        - Priority Mail International Insurance
        - Registered Mail
        - Return Receipt
        - Restricted Delivery

      • Parcel now automatically calculates and includes the USPS Barcoded Discount for services with barcoded labels. For standard and flat-rate USPS packaging, Parcel now automatically barcodes all labels for all services. Some services with nonstandard (user) packaging may result in non-barcoded labels. In this case, when the label displays or prints out, you need to verify whether it is barcoded or not to determine if the Barcoded Discount or Non-barcoded Surcharge applies.
        The following table lists and describes the basic USPS services:

        Service

        Description

        Priority Mail Express

        Service for time-sensitive letters, documents or merchandise.

        • Next day delivery by noon or by 3:00 pm to many destinations.

        • Delivery to most addresses in the United States - including PO Boxes and military addresses.

        • Delivery to most locations 365 days a year, including Sundays and holidays at no extra charge.

        • Automatically insured to $100 against loss or damage.

        The Priority Mail Express options in the drop-down menu are:

        • Priority Mail Express Flat Envelope

        • Priority Mail Express Intl

        • Priority Mail Express Intl Flat Envelope

        • Priority Mail Express Parcels
          Note: Priority Mail Express International is for International delivery of packages. This service provides day-certain service with a money-back guarantee to Australia, China, Hong Kong, Japan and Korea.

        Bound Printed Matter (BPM)

        Permanently-bound sheets of advertising, promotional, directory or editorial material such as catalogs and phone books.

        • Can weigh up to 15 pounds.

        • Sheets must be permanently-bound by secure fastenings such as staples, spiral binding, glue or stitching.

        • At least 90% of the sheets must be imprinted by any process other than handwriting or typewriting.

        • Rates are based on weight, distance, and shape.

        The Bound Printed Matter options in the drop-down menu are:

        • BPM Destination NDC Flats

        • BPM Destination NDC Irregular Parcels

        • BPM Destination NDC Parcels

        • BPM Presorted Parcels

        • Bound Printed Matter

        • BPM Presorted Irregular Parcels

        • BPM Presorted Flats

        • BPM Destination SCF Parcels

        • BPM Destination SCF Irregular Parcels

        • BPM Destination SCF Flats

        • BPM Nonpresort Parcels

        • BPM Nonpresort Irregular Parcels

        • BPM Nonpresort Flats

        First Class

        For postcards, letters, and large envelopes. This service, along with Priority Mail and Priority Mail Express, can be used for personal correspondence, handwritten or typewritten letters, and bills or statements of account. It may also be used for advertisements and lightweight merchandise.
        The weight limit for First-Class Mail is 13 ounces. For heavier items, use Priority Mail.
        The First Class options in the drop-down menu are:

        • First Class Flats

        • First Class International

        • First Class Letters

        • First Class Parcels

        Media Mail

        Mail books, sound recordings, recorded video tapes, printed music, and recorded computer-readable media (such as CDs, DVDs, and diskettes). Can not contain advertising except for incidental announcements of books.

        • Maximum weight for Media Mail is 70 lbs.

        • Presorted rates are available for bulk quantities of Media Mail (minimum quantity is 300 pieces).

        • A bar code discount is available for Media Mail.

        • Rates are based on weight and size.

        Priority Mail

        Delivery of documents and packages in an average of 2 to 3 days. Flat-rate shipping is also available for any destination and any weight up to 70 lb. when you use either Flat Rate Envelopes or Flat Rate Boxes.

        • Delivery to every address in the United States - including PO Boxes and military addresses.

        • Flat rate envelopes and flat rate boxes are available.

        • Maximum weight is 70 pounds, and the maximum size is 108 inches in length and distance around the thickest part combined.

        Parcel Select

        Ground delivery for sorted parcels. Three levels of entry allow you to mail sorted parcels closer to their ultimate destination.

        Parcel Select Lightweight

        Allows you to prepare and sort your mail to achieve lower postage costs. Use it to mail printed matter, flyers, circulars, advertising, newsletters, bulletins, catalogs, or small packages.

        • An annual mailing fee of $160 is required.

        • Each piece must weigh less than 16 ounces.

        • A minimum of 200 pieces or 50 pounds per mailing is required.

        • Cannot be used for sending personal correspondence, handwritten or typewritten letters, or bills and statements of account.

        • Rates are based on weight, shape, preparation, and entry. Automation rates are lower than nonautomation rates.

        Parcel Select Nonpresort

        Parcel Select Nonpresort is the commercial equivalent of USPS Standard Post. There are no special discounts and no minimum number of pieces required. See the USPS Quick Service Guide for Parcel Select (under Commercial Parcels).
        Note: Parcel select Nonpresort replaces Parcel Post, which is no longer supported.

        Priority Mail International

        Accelerated airmail service for correspondence, business documents, advertising messages, printed matter, and light-weight merchandise 4 pounds and under to over 51 countries and territories worldwide.

  6. When you are done configuring this page, click SAVE in the lower-right corner of the page to save the settings. Otherwise, click CANCEL to cancel the settings

Certified Fee

The fee for Certified Delivery.
Certified Delivery provides a receipt stamped with the date of mailing. A unique article number allows you to verify delivery online. As an additional security feature, the recipient's signature is obtained at the time of delivery and a record is maintained by the Post Office™. For an additional fee, you can request a copy of the signature record before or after delivery with Return Receipt.

Restricted Fee

The fee for Restricted Delivery.
Restricted Delivery requires delivery to be directed only to the addressee or the addressee's agent.

Fuel Surcharge

The fuel surcharge. Currently, the US Postal Service does not apply a fuel surcharge.

DNDC Surcharge

The surcharge for Parcel Select DNDC Non-Machinable shipments. Destination Network Distribution Center (DNDC) is the case where the shipper transports the shipment directly to the regional Bulk Mail Center.

eVS Sequence Bank

If you are configuring Parcel with eVS, you can use the eVS Sequence Bank screen to set sequence values for the eVS manifest. Alternatively, if you have only a single location for a specific Master Mailer ID, you can accept the default sequence values. However, if you have multiple locations with the same Mailer ID, you must configure unique sequence values for the USPS carriers under each location using this screen. (See the Note in the eVS Manifest Sequence Numbers section .)

The starting number for the incrementing portion of the manifest sequence number. (See the following section.)

Header Sequence

The starting number for the incrementing portion of the header sequence number.

eVS Manifest Sequence Numbers
Each eVS upload file contains a Header record with the Electronic File Number (EFN) used by USPS to differentiate upload files. The EFN is a unique 22-digit number with the following structure:

  • Two-digit Application Identifier (always 91).

  • Two-digit Service Type Code (always 50 for an EFN).

  • Nine-digit Mailer ID (see the following topic: US Postal Service - Account Defaults - eVS Tab ).

  • Eight-digit fixed length sequence number (see the following Note).

  • Single digit check digit number.

Note: For Parcel instances with multiple locations, each location can have the same Master Mailer ID used to create the EFN. In this case the value used for the eight-digit fixed length sequential number must have a starting point for each location such that no two locations use of the same sequence number within 180 days.

Type the Priority Mail Express Corporate Account number.

Permit Number

Type your permit number. This number appears in the permit imprint on flat pieces.

Federal Agency Number

Type the USPS account number from which mailings for this Parcel USPS carrier are to be paid.

Chargeback Code

Type the code associated with the Federal Agency Number.

Mailer ID

Type your Mailer ID (formerly D-U-N-S Number). The Mailer ID assigned by USPS that uniquely identifies the agent associated with a particular mail piece. This agent may be the mail owner, a mail service provider, or a mail transportation company (mail logistics and distribution companies). The Mailer ID is a field within the Intelligent Mail barcodes that used to identify Mail Owners and/or Mailing Agents. It is required in all Intelligent Mail barcodes. Mailer ID is sometimes abbreviated to MID. You apply to the USPS for a Mailer ID.
Notes:

  • This Mailer ID is applicable to non-eVS shipments only. USPS requires a separate Mailer ID for eVS shipments. See the following Help topic: US Postal Service - Account Defaults - eVS Tab .

  • Parcel supports both six-digit and nine-digit Mailer IDs.

Drop Shipment Confirmation Number

Type the Priority Mail Express Drop Shipment Confirmation Number.

emcdlicense

This field is currently not used. Leave this field blank.

Unit of Measure

From the list, select the unit of measure to use for the weight of US Postal Service packages. From the drop-down list, select:

  • Pounds

  • Ounces

  • Kilograms

Product Version No.

This number is assigned by the US Postal Service and is automatically displayed.

Developer Id

This number is assigned by the US Postal Service and is automatically displayed.

Customer Number

Type the USPS Customer Reference Number.

Mail Owner Mailer ID

Type the USPS Mailer ID for the client for whom the shipper is mailing. Note: This Mailer ID can be used with both eVS and non-eVS shipments.

Mail Owner Customer Registration ID (CRID)

Type the Mail Owner Customer Registration ID (CRID). This information is used by the mailing agent to identify the mail owner.

Parcel Select Lightweight section

Destination NDC Entry

If the USPS National Distribution Center (NDC) where presorted Parcel Select Lightweight shipments are dropped off (see following row) is a Destination NDC, select (check) this check box.

NDC Presort

If Parcel Select Lightweight shipments are presorted sacks to be dropped off at a USPS National Distribution Center (Origin or Destination NDC) select (check) this check box.

Notes:

  • For Parcel Select Lightweight presorted sacks, minimum weights are as follows. Parcel validates these weights during Close: - Machinable Parcel NDC Sack – 10 lbs. - Irregular Parcel NDC Sack – 10 lbs.

  • Presorted Parcel Select Lightweight shipments are a form of consolidation. When you configure this type of shipment, Parcel re-rates the shipment at the reduced rate offered by USPS. You can also specify the type of NDC presort for a shipment on the Warehouse Options screen by selecting one of the following options from the PS Lightweight Sack Level drop-down list: - 5-digit – 5-Digit NDC sortation rate for Parcel a Select Lightweight presorted shipment. - Mixed NDC – No pre-sort rate for the Select Lightweight shipment. This is the default if no option is selected. - NDC – Presort rate for a Parcel Select Lightweight presorted shipment.

  • The Pre-sort rate on the Account Default Account Tab settings for Parcel Select Lightweight applies only to re-rating that occurs during the Close process. To obtain an immediate rate at Ship time, select the appropriate options from the PS Lightweight Sack Level drop-down list on the Warehouse Options screen.

After configuring the Account Defaults Account Tab, click SAVE in the lower-right corner of the screen to save any changes you make or click CANCEL to revert to the original values.

Rating Options Tab

Use this screen to specify default USPS Commercial pricing for the following types of shipments:

  • Domestic Domestic Priority Express Mail

  • Domestic Priority Mail Parcel

  • Domestic Priority Mail Letter/Flat-Rate

  • Priority Mail Express International (see Caution)

  • Priority Mail International (see Caution)

Warning: Currently USPS International Services are disabled in Parcel pending the availability of the USPS systems required to support them. In anticipation of this support, these services are still options on the Web Admin carrier setup screen for a USPS carrier but including them for the carrier and specifying them for a shipment returns an error message.

The USPS Track/Confirm Web Service relies on a USPS Web Tool that lets customers determine the delivery status of their Priority Mail, Priority Mail Express, and Package Services (Parcel Post, Bound Printed Matter, Library Mail, and Media Mail) items sent using the Delivery Confirmation option. This Web Service also provides tracking data via a local Web site. The Web Service returns tracking and/or delivery confirmation information for packages requested by the client.

Parcel continues incrementing Tracking Numbers from the existing number until the upper limit of the new Tracking Number range is reached, at which point Parcel recycles Tracking Numbers starting with the new lower limit of the range.
For example, if the current Tracking Number is 3,456 and the new range extends from 2,000-10,000, Parcel continues incrementing Tracking Numbers from the current Tracking Number until the new upper limit (10,000) is reached. At this point, Parcel recycles the Tracking Numbers and begins assigning and incrementing them starting with the new lower limit (2,000).

Note on default values for USPS Transit Times
The US Postal Service does not guarantee delivery dates or times. The default values for the Transit Time fields listed in the previous table represent best estimates from experience for the number of days between the ship date and the delivery date for the various types of services listed.
Presort section
This section displays the US Postal Service rules for presorted Bound Printed Matter (BPM) shipments. Presorted Bound Printed Matter shipments are required to be in bundles if the shipment has 10 pieces in it or the shipment weighs 10 pounds. The maximum weight for a bundle is currently 20 pounds.

Use the eVS tab on the Account Defaults screen to enable eVS with Parcel and to enter information for your eVS setup.

  • When creating a shipment under eVS manifesting, you can select up to three special services per parcel but no more than three.

    eVS Master Mailer ID

    The US Postal Service Master Mailer ID supplied by the shipper's US Postal Service representative when the shipper sets up an eVS account.

    eVS Parcel Mailer ID

    The U.S. Postal Service "child" Mailer ID registered with the U.S. Postal Service for parcels that are shipped under a Master Mailer ID. The Parcel Mailer ID is used in the USPS barcode that enables identification of individual parcels for tracking purposes.
    Note: Leave this field blank if this is the Master Mailer account.

    eVS Permit Number

    The US Postal Service eVS Permit Number supplied by your US Postal Service representative.

    eVS Permit Issuing Zip

    The ZIP code of the US Postal Service post office issuing the eVS Permit Number. The default is 20260

    eVS Permit Issuing Zip City

    The city where the US Postal Service post office issuing the eVS Permit Number is located.

    eVS Permit Issuing State

    The state where the US Postal Service post office issuing the eVS Permit Number is located.

    eVS Permit Imprint Indicia Type

    From the drop-down list, select one of the following values for the US Postal Service eVS Permit Imprint Indicia type:

    • Company Permit – Prints company name on indicia.

    • Regular Permit – Prints permit on indicia. |

    eVS Customer Name Alias

    The US Postal Service eVS customer name alias in Indicia.
    Note: Indicia refers to a system used by the US Postal Service for labels or marks applied to a mail item to indicate electronic postage payment. This is a Data Matrix or barcode combined with human-readable characters and symbols, containing information such as postage amount, origin ZIP Code, destination, mail class, weight, confirmation/tracking numbers, etc.

Split Horizon

What is Split Horizon?
Determining shipping rates and accessorials is typically accomplished by querying a database with rate and accessorial tables supplied by the carrier. Most carriers have a default set of list rates and accessorials that they publish annually or semiannually. In addition to list rates and accessorials, some large shippers negotiate their own custom rates with a carrier.
Because carriers may decide to change their rates at any time during the year, there is a date when a set of rates goes into effect. There may also come a date when the current set of rates is no longer in effect. This means that more than one set of list rates can be stored in the database simultaneously, including custom rates. Split horizon rating provides a way to automatically determine the correct rates to use.
Use the Split Horizon screen to define Split Horizon tables for rates and accessorials.
Add a Split Horizon Table

  1. Click ADD icon at the top of the screen to add a new row at the bottom of the grid. The Add Record dialog is displayed.

  2. Select or enter values for the fields described in the table shown below.

  3. Click SAVE in the lower-right corner of the screen to save the new Split Horizon table or click CANCEL to cancel the Add.

Note: If you use the Split Horizon feature (multiple rate files per carrier), select the Split Horizon table that you want these changes applied to from the Split Horizon Table Selection list at the top of the page.

Note: Use this field together with the Start Time field (previous row) to indicate the range of time that this rate table is effective during the day. If rates are to be effective for the entire 24-hour period, set Start Time to 0000 and End Time to 2359.

Specific Day

Type the three character abbreviation for the day of the week that these rates apply or type "ALL" (without quotation marks) to indicate that the rates or accessorials apply to all days of the week.

Table Type

Type the table type; for example: "accessorials" (without quotation marks).

Table Name

Type the table name.

Description (not required)

Type a user-friendly description of the Split Horizon table.

Edit or Delete a Split Horizon table
To edit a Split Horizon table:

  1. Select the row that you want to edit by clicking the far-left column of the row.

  2. Click the the EDIT icon at the top of the screen to display the edit dialog.
    Note: You can select more than one row by holding down the left mouse button and dragging the mouse. Or hold down the Ctrl key on your keyboard and click specific rows.

  3. Change the values in the fields that you want to edit, and then click SAVE to save your changes or CANCEL to revert to the previous values.

To delete a Split Horizon table from the displayed list of tables:

  1. Select the row, and then click the DELETE icon .

  2. A confirmation dialog opens. Click OK to delete the table or click Cancel to keep the table.

Import TinT Files

Transit time calculations for a US Post Office carrier require user-maintained transit time data. You can import this data into the Parcel carrier database using the Import Time in Transit Files screen. This feature also includes the capability for the user optionally to import and maintain carrier Holidays at the destination level for the Time in Transit calculation to include when calculating an expected delivery date.
You must create and maintain the following Time in Transit files for data import:

  • Geographical information (origin/destination cities, postal codes, etc.) - Required for first import.

  • Time in transit data based on carrier service and destination - Always required.

  • Holiday file containing information about destination holidays - Optional

When you import these files, Parcel inserts the data from these files into the US Post Office carrier database. If you have Time in Transit enabled, when you perform a Rate or Ship, Parcel displays the transit time for the shipment.
Notes:

  • Time in transit calculations for a US Post Office carrier are based on user estimate of typical delivery times for specific services and routes.

  • All files that you import must be located on a local drive of the DIServer. The absolute path that you specify according to the following table represents the file location on the DIServer.

  • This data does not come from the US Post Office and must be specified by the customer.

Import Time in Transit Files
Use the Import Time in Transit screen to import the following data files for transit times and locations (origins and destination (required files are in bold).
To import Time in Transit files:

  1. Create the Time in Transit files (see the following section for file format information), and then copy these files to a directory local to the Parcel DIServer.

  2. Use the Import Time in Transit screen in the Parcel Configuration (Web Admin) tool to specify the path names and filenames for these files according to the following table:

    Format for Time in Transit Files
    The time in transit files that you import (see previous section) must be comma-delimited CSV files of which the first row consists of the column (field) names listed in the following table. Subsequent rows contain comma-delimited data corresponding to the column names.
    Notes:

  • You can copy and paste the following column name strings directly into the CSV file.

  • The values in the Geo Code fields can be arbitrarily defined, but since this column serves as the primary key, they must follow the same convention in all the files.

  • The Origin and Destination address data for a shipment must be identical to the corresponding data in the Geographic Data file (Address <n>, City, State).

  • The values for Transit Days and Transit Time are those estimated for the route defined by the Origin Geo Code and Destination Geo Core.

The values for the day columns in the Work Days file are: "y" (without quotation marks) if the day is a working day and "n" (without quotation marks) if it is not a working day.

If you have contracted rates with the US Postal Service, you can use this screen to enter contract information for the pricing methods that apply to specific US Postal mail classes. You can enter a Customized Shipping Services Contract (CSSC) Number and Product ID for each mail class that Parcel supports. The information that you enter for each pricing method appears in table form on this screen.
