USPS (United States Postal Service) Rate and Compliance Change - 2023

New Rates are effective from Jan 22, 2023. Rates are updated for the following USPS services:

  • Domestic Services

  • International Services

  • Special Services/Accessorial .

Updated the following USPS Postage Statement (PS) forms to meet the 2023 requirements:

  • PS Form 3600-FCM

  • PS Form 3600-PM

  • PS Form 3605-R

Compliance Changes:

  • USPS introduces a common price table Commercial Base for Priority Mail Express and Priority Mail.

    • End of day file (Shipping services file) updated for the Postage Type to map Type A (Commercial Plus Pricing) to Type B (Commercial Base Pricing).

  • It follows separate non-standard fees for the following Expedited and Ground Products:

    • Priority Mail and Priority Mail Express

    • Parcel Select

  • It no longer supports Regional Rate Boxes for Priority Mail Service.

    • The system generates the following alert, if a user selects any of the Regional Rate Boxes for Priority Mail Service:
      USPS Priority Mail Regional Rate Box service is no longer available, please select other Priority service to continue shipping.

    • Effective from Jan 22, 2023.

  • USPS eliminated the following local zone:

    • Zones 1 and 2 are considered as separate zones.

Translation Service Supports EDI File from Root Folder in Carrier Mailboxes

Updated translation service i dentifies EDI files in root and account specific folders configured in scheduledtaskshippernumbers table of SFTP and File Share mailbox paths.

If the account number is configured in the table scheduledtaskshippernumbers, the EDI files will be picked from the account specific folders. If not, it will be picked from carrier root folder which is configured in scheduledtasks table.

Version 22.4

Technology Updates

Two New Label Types to Support Tire Loss Prevention and Recovery for FedEx

Parcel application contains Tires checkbox, in the option menu to identify the tire packages. Following label types support Tire packages:

  • 4" x 8.5"

  • 4" x 10.5"

The labels support zebra printer. To setup the printer:

Go to Workstation > Printer Map screen, select Zebra from Tires Label drop down.

  • Tires labels are now certified with FSMS 20.06 for PNG and Zebra.

  • If the user wants to print tires labels, both the standard and tires labels should be configured in the printer map.

Canada Post Rate Update

Rate Updates

Parcel supports the following Rates changes for Canada Post, effective from September 12, 2022. The changes are as follows:

  • Domestic Services

    • Priority

    • Xpresspost

    • Expedited Parcel

    • Regular Parcel

  • Compliance Changes:

    • Signature Charges hiked from $1.75 to $2.00.

    • Liability Coverage (up to $100) for Regular Parcel hiked from $2.25 to $2.50

    • Additional Liability Coverage hiked from from $2.25 to $2.50.

  • Peak Period Surcharge

    • Updated the Canada Post Peak Period Surcharge, effective from October 31, 2022, to January 15, 2023, for Oversize and Unpackaged Surcharges.

    • The Oversize and Unpackaged Surcharges hiked to $25.

USPS Rate Update for 2022 Peak Season

USPS Peak Season Rate Update are effective from October 2, 2022, to Jan 22, 2023. The USPS Rates are updated for the following Domestic Services:

  • Priority Mail

  • Priority Mail Express

  • First-Class Package Service

  • Parcel Select Ground

  • USPS Retail Ground

FedEx Ground Economy Label Change

FedEx introduces a new Ground Economy label for customers to track packages and identify the carrier that delivered package for the outbound products.

Following changes are made to the Parcel application:

  1. Label Format

  2. Web Admin Screen

  3. Option Screen

The label changes are as follows:

  • More FedEx branding added to align with the FedEx Ground Economy product name that was released in March 2021.

  • A FedEx tracking number and Epic barcode added for recipients to track product-related inquiries.

  • The optional Customer Reference barcode is limited to 25 characters. (For PNG and Zebra labels, it is limited to 17 characters).

  • All USPS data moved to the bottom of the label.

Supports the following printers:

  • PNG

  • Zebra

  • Datamax

  • Intermec

Updated Service names as per FedEx branding:

  • FedEx Ground® Economy Parcel Select

  • FedEx Ground® Economy Media

  • FedEx Ground® Economy Bound Printed Matter

  • FedEx Ground Economy Labels are now certified with FSMS 20.06.

  • FedEx Ground Economy PSHP label print is not supported for now. This is a limitation from FedEx server.

Multi-Box Deployments

Users can now map multiple application servers to a common database. Each application server has individual artifacts and output folder paths respectively. It impacts the following Modules:

  • Parcel

  • OL

  • CBRM

  • Watermill Connector

  • UCM

  • Census registration

Parcel App Servers

Use the Parcel App Servers screen in the Global Settings section to add, edit, view, search and delete the Parcel Servers to improve the redundancy and to support high availability for the cloud parcel environment.

The Parcel server is unique for Parcel Web Host.

To add a Parcel App Server:

  1. Click the ADD icon at the top of the screen.
    Add Record dialog box appears.

  2. Enter the following details:

Parcel application introduces Packing List report for customer to:

  • View or print the packing list document after processing international shipments.

  • Re-print the document if required.


Version 22.3

UPS-VAT VCI Compliance Updates for Great Britain & Northern Ireland

The following VCIs are no longer valid from July 1, 2022:

  • Her Majesty's Revenue and Customs (HMRC) for Great Britain

  • Import One-Stop Shop (IOSS) for Northern Ireland

Effective from July 1, 2022, a new VCI called Postponed VAT Accounting (PVA) is added in the Government Id tab under Registration Number Type and applies to Great Britain and Northern Ireland.

Canada Post Updates

Effective from July 4, 2022,

  • When you enter a recipient name in the Attention To field, the recipient's name will be included in the D48 manifest file.

  • The label indicator Do not Safe Drop – French Translation is corrected. This is supported through API.

USPS Rate and Compliance Changes

Effective from July 10, 2022, the USPS Rates are updated for the following services:

  • Domestic Services

  • International Services

  • Special Services/Accessorials

Priority Parcel commercial rates changes:

    • At account default rating options tab, Cubic Pricing is removed from the Priority Parcel Commercial rates dropdown. Now the dropdown values are Base Pricing and Plus Pricing.

    • At account default tab, a new field with the checkbox Priority Mail Cubic Rates is added.

    • Based on the selection of dropdown values at Priority Parcel Commercial rates and checkbox selection at Priority Mail Cubic Rates, rates will be calculated from the respective cubic/base/plus pricing.

Updated the following USPS Postage Statement (PS) forms to meet the new 2022 requirements from USPS:

    • PS Form 3600-FCM

    • PS Form 3600-PM

    • PS Form 3605-R

Compliance Changes:

  • The USPS Special Handling - Fragile special service is no longer supported effective July10, 2022.

  • There is no insurance charge for the first $100 dollars of the USPS all Priority Mail outbound shipment with effect from July 10, 2022.

SWOG (Sell With Other Goods)

You can consolidate multiple shipments into a single shipment. It could be a single package or multi-package shipment with one or more items inside. Perform this activity from UI as well as API (by adding keys in the TOHOLD request).

You can use SWOG to send shipments to TOHOLD and then process them.

Parcel keeps track of shipments (that are consolidated using SWOG) in the master shipment. It provides information of the child shipments to the host system to identify which deliveries are shipped and the associated tracking number.

You can search the child shipment numbers associated from the Track Status screen. Track details page displays all the associated child shipments.

Processing Shipment using SWOG

  1. Scan and load master shipment as normal.

  2. Once master shipment loads, click SWOG button.
    The SWOG window appears.

  3. Scan additional shipments you want to add to a particular package by selecting the package from Package ID.
    Note: To include packages separately from the added shipments, check the Include Packages checkbox. You will be notified for any invalid shipments added.

  4. Click Submit to update the master shipment.

  5. Associated shipments are validated based on the destination details of the shipments that match with the master shipment.
    The criteria include Address 1 - Address 2- Address 3 - City - State - Postal Code combination.
    Note: Use the key validate_swog in the settings to enable or disable validation.

  6. Once you submit, Warehouse page gets refreshed and pulls the master shipment again along with the information from the associated shipments.
    Check the include packages flag for the shipment to view packages from that shipment in the packages grid.
    All the items from the associated shipments will be pulled under the master shipment. The user then ships the master shipment as normal.

  7. If the shipment is successful, verify the track page to see if any SWOG deliveries are associated with the master shipment.

    Once you add the SWOG shipments to the master delivery, the UI page gets refreshed. To avoid losing any manual changes after loading such as selecting accessorial, carrier and service, additional packages that are added: ADD THE SWOG SHIPMENTS IMMEDIATELY AFTER LOADING THE MASTER SHIPMENT

E2Net Integration with Watermill

The integration of Watermill enables usage of single interface to use multiple products such as Global Trade Management (GTM/TA).

To configure the application for integration with Watermill:

  1. Go to System > Settings > Locations > Global Settings.

  2. Enable the checkbox at Watermill Integration to insert data into E2Net database.

  3. Provide the information in the fields as defined.

General Enhancements

  • A new 'Dangerous Goods' module has been added as a base module on the System > User Account > Modules, so that now, based on the user's permission level, the user can access the Dangerous Goods options from the Warehouse Options screen and then complete the shipping process successfully.

  • The 'Dangerous Goods' module has been added to the 'Assigned Modules' section for all the default Groups.

Carrier Enhancements

Enhancements are made to the following carriers.
UPS US, UPS Canada and UPS Europe and Asia/Pacific

  • UPS Paperless Invoices are generated at the transaction level by adding a setting in the Options tab, which can override account-level settings.

FedEx

TM-Parcel has been certified with FSMS 20.x

  • TM-Parcel has added the following features and enhancements to FedEx FSMS:

  • FedEx International Priority® service has been updated to use a new FSMS service code of 2P as the existing code of 01 is being decommissioned in the near future.

  • A new FedEx International Priority® Express (IPE) service has been added to process shipments from all origins to 24 destinations (BE, CZ, DE, IT, LU, NL, PL, ES, GB, CH, FR, SE, DK, AT, PT, FI, HU, GR, CN, HK, JP, SG, CA, US) with a new FSMS service code of 2A.

  • FedEx SmartPost carrier and its services names are branded as FedEx Ground® Economy.

  • A new FedEx International Connect Plus® (FICP) contractual service has been added in the Account Defaults > Default tab to provide day-definite delivery, international shipping services with attractive prices from 10 origins (UK, FR, DE, NL, IT, BE, ES, PL, SE and AT) to the 21 destinations (UK, FR, DE, NL, IT, BE, ES, PL, SE, AT, RU, LU, AU, CN, HK, JP, MY, SG, KR, TW, and US).

  • The FedEx EULA screen appears when adding a new FedEx carrier, and it displays three buttons: Accept, Decline, and Print, which allows the users to continue to add FedEx carriers, preventing the user from adding the carrier and printing the EULA statement.

  • Due to the removal of the USMCA Role field from the Warehouse Options screen > Shipment tab, the user must select USMCA Certifier from INT tab, instead of USMCA Role field, to process FedEx carrier's USMCA shipment.

  • A new USMCA - Commercial Invoice - Certificate of origin (CI-COO) document has been added at the Account Default ETD configuration for the FedEx Generated Document Source.

  • USMCA – Certificate of Origin document can now be configured at the Account Default ETD level in FSMS 20.x.

  • A new USMCA Certifier Title field has been added on the INTL tab that allows users to enter the title of the certifier for signing the USMCA – COO document.

  • A new Low Value Shipment Desc drop-down with C, Y, and N values has been added on the INTL tab to print/not print on the Commercial Invoice by FSMS.

  • A new USMCA Special Inst. field has been added in the INTL tab for users to enter any special instructions for the shipment.

DHL Global (XML-PI)

TM-Parcel supports BBX compliance changes for DHL XML-PI Web service to v10.0.

  • The BBX compliance changes for DHL XML-PI Web service to v10.0 are as follows:

  • A new 'BBX Shipment Details' section has been added with fields Empty Handling Unit Weight, Handling Unit Weight UOM, FOC Account Number, and Mother Shipment Service in the Account Defaults > Account tab to use BBX for any new account.

  • The BBX Hostname and BBX Page Path fields have been added in the Account Defaults > System tab to display the BBX Hostname and Page Path details for the DHL XML-PI identifier request.

  • The Break Bulk Express Mother sub-tab under the Break Bulk Express tab has been renamed to BBX Mother in the Warehouse Options screen.

  • The Break Bulk Express Child sub-tab under the Break Bulk Express tab has been renamed to BBX Baby in the Warehouse Options screen.

  • A new BBX Type drop-down box with 'Traditional BBX' and 'Loose BBX' options have been added to the BBX Mother tab to allow the users to select the type of BBX shipment.

  • A new Handling Unit Type drop-down box with 'Pallet' and 'Overpack' options have been added to the BBX Mother tab to allow the user to select the handling unit type.

  • A new Empty Handling Unit Weight field has been added to the BBX Mother tab to allow the user to enter the handling unit weight and select the UOM from the drop-down box.

  • A new Mother Shipment Service drop-down box with 'Express Worldwide' and 'Economy Select' services has been added to the BBX Mother tab to allow the users to select the mother shipment service.

  • A new INCOTERM drop-down box has been added to select International Commerce Term to the BBX shipment

  • A new Invoice Number field has been added to enter the invoice number of the shipment.

  • A new Invoice Date field has been added to enter the invoice date of the shipment from calendar icon.

  • The Master Air Waybill Number field has been removed from the BBX Mother tab.

  • The Consignee Address field in the BBX Mother tab has now been renamed to the Destination HUB Address.

  • In the Close Manifest screen for BBX shipments, the column called 'Master Air Waybill' has been renamed to 'Mother Shipment'.

  • A new 'BBX Type' column is added in the Close Manifest BBX for viewing the types of BBX shipments.

  • Documents such as 'Transport Labels' and 'Way Bills' have been added to the Document drop-down field in the Print Report Manifest screen so that they can be viewed or printed based on their selection.

  • Master Air Waybill label name has now been renamed to Mother Shipment in the Print Report Manifest search result screen.

    Loose BBX Mother Shipment Type is not supported at this time.

E2Proxy and UMS Integration

  • A new 'UMS/E2Proxy Integration' Global Setting has been added to the System > Settings > Locations to integrate Parcel with the E2Proxy Application for user data authentication and the UMS Application for managing the user management data.

    This integration applies only for Hosted Deployment.

  • Updated rates, zones, and accessorial charges for all UPS US origins (including Puerto Rico, Alaska, and Hawaii) are effective from December 26, 2021.

  • The UPS ‘Proactive Response’ special service will no longer supported effective from January 10, 2022.

  • The ‘Delivery Confirmation’ special service will no longer supported effective from January 1, 2022.

  • The ‘Peak Surcharge’ is now renamed as ‘Peak/Demand Surcharge’.

  • The Remote Area Surcharge now applies to 48 contiguous US states effective from January 9, 2022.

UPS Canada

    • The Unpackaged Surcharge increase to $18. This surcharge applies to items that are not packaged. For Example: tires.

Peak Period Surcharges

  • Parcel has updated the Canada Post Peak Period Surcharge, effective from November 1, 2021 to January 16, 2022 for Oversize and Unpackaged Surcharges.

    • The Oversize and Unpackaged Surcharges increase to $25.

Postal Code

  • New L3J Postal Code is added, effective from March 21, 2022.

  • A new ‘Threshold for Non-Standard Domestics Package Fees’ section has been added with Package Length Threshold Min (Inches), Package Length Threshold Max (Inches), Package Length Threshold Above (Inches) and Package Volume (Cubic Feet) fields on the Account Defaults > SvrPrty tab to configure the package with Non-Standard Dimension or Cubic Measurement for applying NonStandard Package Length Charge or Non-Standard Package Volume Charge for domestic packages, including Priority Mail Parcels, Priority Mail Express Parcels, Parcel Select Ground, Parcel Select, Parcel Select Lightweight Irregular and Parcel Select Lightweight Machinable are effective from April 3, 2022.

  • Non-Standard Package Length Charge:

    • The Non-Standard Package Length Charge of $4.00 will be applied to domestic packages with a length greater than 22 inches and no more than 30 inches, effective from April 3, 2022.

    • The Non-Standard Package Length Charge of $15.00 will be applied to domestic packages with a length greater than 30 inches, effective from April 3, 2022.

    • The Non-Standard Package Length Charge of $3.00 will be applied to domestic packages with a length greater than 22 inches and no more than 30 inches and enabling Parcel Select LightWeight Destination NDC Entry, effective from April 3, 2022.

    • The Non-Standard Package Length Charge of $11.25 will be applied to domestic packages with a length greater than 30 inches and enabling Parcel Select LightWeight Destination NDC Entry, effective from April 3, 2022.

  • Non-Standard Package Volume Charge:

    • The Non-Standard Package Volume Charge of $15.00 will be applied to domestic packages with a volume greater than 2 cubic feet and/or enabling Parcel Select LightWeight Destination NDC Entry, effective from April 3, 2022.

  • Non-Compliance Charge:

    • The Non-Compliance Charge of $1.50 will be applied to domestic packages with a package length greater than 22 inches or volume greater than 1 cubic foot and if the dimensions are not provided in the electronic manifest file (SSF).

  • Parcel displays “Parcel Shippers are Restricted to use only Maximum five extra services with any piece" error message when user select more than 5 extra services with any piece.

Postage Statement Changes

  • Navigate to Warehouse Options screen > International > Shipment Level Options section and select ‘VAT No’ from the Importer Reference Type drop-down list.

  • Enter the VAT Number in the Importer Reference Number field.

- Importer Reference Type = ‘VAT No’.

- Importer Reference Number = VAT Number. For Example: 65214343467

This number is not printed on 2976-A and 2976-B Customs Forms.

Given IOSS number will be passed in the Importer's Reference Number field in the Manifest File (Shipping Services File-SSF) for USPS carrier.

USP VAT Compliance

  • The UPS VAT Compliance is applicable for IOSS, VOEC and HMRC Shipments to EU27, Northern Ireland and UK destinations.

  • The users must enter the registration number for IOSS, VOEC and HMRC Shipments in the Sender Tab - Registration Number field. This is a mandatory field.

The Registration Number format for IOSS, VOEC and HMRC Shipments are as follows:

  • IOSS:

- Bytes 1-2 are “IM”

- Bytes 3-5 are 3 digit alpha-numeric country code of any EU27 and Northern Ireland destinations.

- Bytes 6-12 are 7 numeric values.

  • VOEC:

- Bytes 1-4 are “VOEC”

- Bytes 5-11 are 7 numeric values.

Parcel displays "Registration Number is an invalid format for the type selected" error message, when users enter valid origin and destination and invalid registration number format for IOSS, VOEC and HMRC Shipments.

DHL

  • A new DHL Paperless Trade (PLT) service has been added at the Account Defaults to electronically transmit customs documents for all dutiable (non-documents) international shipment to eliminate the need to print and physically attach the documents to the shipment.

  • Supports the ability to print ‘PLT’ on the Label for DHL Paperless Trade shipments.

  • The Government Id related field changes are made in the PARCEL UI to accommodate the carriers' new VAT changes, as follows:

  • The Government Id and Government Id Type fields are now removed from Warehouse screen Sender, Receiver, Bill To, Exporter and Importer tabs.

  • In the same pattern for customs clearance of DHL XML-PI Web service, the following new sub-tabs has been added in the Warehouse screen.

- The ‘Receiver Details’ and ‘Government Id’ has been added in the Receiver tab.

Purolator

The Purolator Compliance Changes are as follows:

  • The Package Weight for Oversized Special Handling type (SH09) has been changed from greater than 70lbs to 50lbs.

  • The Heavy Weight Indicator will no longer apply if the Package Weight is between 50.01lbs and 70.00lbs.

  • The SH09 and Heavy Weight Indicators still applies if the Package Weight is greater than or equal to 70.01lbs and up to a maximum of 150lbs.

USMCA

The U.S. – Mexico – Canada Agreement (USMCA) is a trade agreement between US, Canada and Mexico that will replace the North American Free Trade Agreement (NAFTA). It will be effective from July 1, 2020.

  • NAFTA document has been renamed to ‘Certification of Origin (USMCA/CUSMA/T-MEC)'.

  • Based upon the destination country the name of the documents will be displayed:

  • USA Destination, USMCA – United States-Mexico-Canada Agreement.

  • Canada Destination, CUSMA – Canada–United States–Mexico Agreement.

  • Mexico Destination, T-MEC – Treaty between Mexico, the United States and Canada.

  • NAFTA checkbox on Items tab has been renamed to USMCA checkbox.

On the INTL > Details tab, a new USMCA Certifier field has been added to select the USMCA certifier type from drop-down list:

  • Exporter: Displays the Exporter details, such as Exporter Name, Address, Telephone Number and Email Address in the USMCA/CUSMA/T-MEC document.

  • Importer: Displays the Importer details, such as Importer Name, Address, Telephone Number and Email Address in the USMCA/CUSMA/T-MEC document.

  • Producer: Displays the Producer details, such as Producer Name, Address, Telephone Number and Email Address in the USMCA/CUSMA/T-MEC document.

Carrier Enhancements

FedEx

BluJay Solutions Parcel has been certified with FSMS 17.

BluJay Solutions Parcel has added the following features and enhancements to FedEx FSMS:

  • The ‘NEM Type’, ‘NEM Amount’ and ‘DG Qty (High precision)’ are now added to support Class 1 DG commodity.

  • Additional languages such as: Arabic, Czech, Finnish, Hungarian, Norwegian, Polish, Russian and Turkish are added to support return shipments instructions.

  • Updates to dangerous goods shipping include Lithium Battery support.

  • COD is now supported for Intra-India shipments with Express and Standard Overnight services.

  • As per FSMS 17 requirements PDF417 barcode are now updated/added keys and value pairs (Ex: 10Z, 39Z, 32Z, 34Z and 28Z) for FedEx Domestic and International (Express and Ground) services along with Billing type (Third Party Consignee), Special Services (such as, Alcohol, Lithium, COD and Direct Signature Required) for Zebra/PNG/ Monarch/Intermec/Eltron and Datamax printers.

BluJay Solutions Parcel has been certified with UPS BRD 2017.

UPS US

  • BluJay Solutions Parcel has added ‘UPS Synchronized Delivery™’ contract service to schedule packages to be delivered together with other existing packages for the following UPS services:

- UPS Ground

- UPS 3 Day Select®

- UPS 2nd Day Air®

- UPS Next Day Air Saver® (Residential)

Note: The ‘UPS Synchronized Delivery™’ contract service is supported with only Prepaid Billing.

  • BluJay Solutions Parcel has updated the Large Package Surcharge for any U.S. Domestic package delivered to a residential address will be $90.00, effective from July 08, 2018.

  • BluJay Solutions Parcel has updated the Additional Handling Surcharge for any U.S Domestic package exceeding 70 pounds in actual weight will be $19.00, effective from July 08, 2018.

UPS Canada and UPS Europe/Asia-Pacific

  • BluJay Solutions Parcel has added ‘Label’ Tab with ‘Print Shipper Notice’ field to print the shipper notice in the labels.

UPS US, UPS Canada and UPS Europe/Asia-Pacific

  • BluJay Solutions Parcel now supports the UPS 4" X 4.25" Smart Label for PNG/Intermec/Datamax/Zebra printers for a UPS US Origin and Zebra/PNG printers for UPS Canada and UPS Europe/Asia-Pacific Origins.

  • BluJay Solutions Parcel has added ‘DocBox Label’ field only on an account with Paperless Invoicing contract for UPS World Ease® shipment to print or suppress the DocBox Labels.

UPS SurePost

  • BluJay Solutions Parcel has updated the Peak Period Surcharges to $0.39 per package for UPS SurePost carrier, effective during the following dates:

- November 18, 2018 to December 01, 2018.

- December 16, 2018 to December 22, 2018.

Note: As prior releases of Parcel were made under the previous product name "Flagship," this name is used here for referencing these earlier releases.

The following major enhancements are included in BluJay Solutions Parcel 18.1.000:

  • BluJay Solutions Parcel now updated for Purolator Carrier Compliance Specification Version 9.3, for more information see, Purolator.

  • BluJay Solutions Parcel has the purge enhancement to delete the backup database and/or files.

- An optional flag is added to specify the database and/or files during the purge activity.

- Ability to run database and file purge independently.

  • BluJay Solutions Parcel now supports Oracle 12c for SOR and IDATA databases.

  • BluJay Solutions Parcel now supports Amazon Aurora RDS as an alternative to MySQL 5.6.

  • BluJay Solutions Parcel now supports UPS Ground Residential Saturday Delivery service with no additional charges and no changes in labeling, systems or order processing.

  • BluJay Solutions Parcel now supports past day shipping for UPS US carrier. Please contact BluJay Technical Support Team / your Project Manager for more details.

  • BluJay Solutions Parcel now returns the name of the server while processing the transactions in the response. It is helpful in multi-server configurations.

Carrier Enhancements

Purolator

BluJay Solutions Parcel has added the following features to carrier compliance specifications, version 9.3:

  • The Special Handling consists of 5 different types such as: Flat Package, Additional Handling, Oversized, Residential Area Heavyweight and Large Package.

  • The Dangerous Goods Declaration Form is newly introduced for Air mode of transport.

  • The Integration Adapter "Connect Configuration" fields related to Special Handling and Dangerous Goods have been updated/added to support the new changes.

  • The ‘ExpressCheque’, ‘Dangerous Goods’ and ‘Special Handling’ check boxes are now removed from Options screen and Shipper Defaults – Default tab; instead it is now selected from drop-down list.

  • The “Certified” option is now removed for ‘ExpressCheque’ Type and replaced with Certified Cheque, Money Order, and Bank Draft from Options screen and Shipper Defaults – Default tab.

  • Updated the default Cube Factors:

- Updated the default Ground Cube Factor from “10.4” to “12.4” for both Purolator Canada and Purolator International Line of Business.

- Updated the default Air Cube Factor from “15” to “12.4” for only Purolator International Line of Business.

  • Express Cheque labels are now updated with:

- Case-sensitive changes.

- Amount Requested Section – Payment Method is updated to align with options.

  • PDF417 Barcode Changes:

- Unit of Measure on the Label and PDF417 is always in POUNDS, regardless of the Customer Declaration.

The following carriers are updated with Rates and Service for 2018 Rate Change 1 in BluJay Solutions Parcel Version 18.0.000:

  • Canada Post – Rates and services changes go into effect on January 15, 2018. For more information, see the Canada Post Overview of Changes Web page.

  • UPS - Changes to UPS US (including Puerto Rico, Hawaii and Alaska), UPS SurePost and UPS Canada rates and services take place on December 24, 2017. And for UPS Europe and Asia/Pacific take place on December 25, 2017.

Canada Post

BluJay Solutions Parcel supports the following rates and services changes for Canada Post:

  • Effective from January 15, 2018, the Domestic Rates and Generic (45 rates zones) and Non Generic (32 code rates) has been updated.

  • Effective from January 15, 2018, the Density Factor for Expected Parcel Service is changed from 6,000 to 5,000 for metric units and from 166 to 139 for Imperial units.

Note: The Density Factor for Regular Parcel Service will remains at 6,000.

  • The Air Stage listing has been updated for 2018.

UPS

UPS US (including Puerto Rico, Hawaii and Alaska)

BluJay Solutions Parcel supports the following rates and services changes for UPS:

  • Updated rates, zones and accessorial changes for all UPS US origins (including Puerto Rico, Hawaii and Alaska) are effective from December 24, 2017. .

  • For Puerto Rico domestic service, the package types, such as ‘UPS 25 KG Box ®’ and ‘UPS 10 KG Box ®’ are not allowed, effective from December 24, 2017.

  • The LPS (Large Package Surcharge) will apply to any package with a length exceeding 96 inches or length plus girth greater than 130 inches for all U.S. Domestic packages effective from December 24, 2017.

  • For the 50 US states and Puerto Rico domestic services, when computing dimensional weight, a published dimensional weight divisor is used. This divisor varies based on cubic package size. Packages less than or equal to 1,728 cubic inches will use 139 as a divisor are effective from December 24, 2017.

UPS US
