Neutral Delivery is a Special Service offered by DHL that is available with all international dutiable shipments.
Neutral Delivery allows a shipper to conceal the declared customs value of a shipment from the consignee. The Importer of Record receives the Commercial Invoice with the actual declared customs value. The destination duties and taxes are billed to the Importer of Record. The shipment is delivered directly to the consignee. The only document the consignee receives is a copy of the waybill with no indication of the declared customs value.
Both the Importer of Record and the consignee must reside in the same country or economic region (for example, the European Union), and that country or region must be approved by DHL for inbound Neutral Delivery. The commodity being shipped must be for permanent export.
