FedEx Third Party Consignee (TPC) is a contract service offered to FedEx International Priority® shippers that enables deliveries of shipments to end recipients without an attached Commercial Invoice. Third Party Consignee is only allowed for certain origin/destination countries (see the FedEx Web site for information on these). A surcharge is also associated with this service. In most transactions of this type, the seller ships the goods directly from the manufacturer to the buyers in order to reduce inventory and transportation costs. TPC also improves business cycle time by shipping the goods directly to the end customer while eliminating additional destination handling and warehousing costs.
Third Party Consignee service is available for the following services:
•FedEx International Priority®
•FedEx International Priority Freight®
When using one of these services, shippers who have contracted for FedEx TPC can select the following option (check box) on the Shipment tab of the Warehouse Options screen: Third Party Consignee. Note that this check box is cleared (unselected) by default unless configured otherwise using the Parcel Web Admin tool. See the Help topic: FedEx - Account Defaults - Default Tab. You can also select this service (if not configured by default) on a per shipment basis on the Shipment tab of the Warehouse Options screen.

Notes:
•Parcel allows the user to print a Commercial Invoice with this service but does not require this document.
•Both transportation charges and duties and taxes can be billed either to Sender or to Third Party. The Bill Recipient option is not allowed for payment of either type of charge.
Parcel implements the following label changes when the TPC option is selected:
•The Total Customs Value verbiage is omitted from the Air Waybill label. The entire line is left blank.
•On all labels, Parcel does not encode any amount for Customs Value on the PDF-417 barcode. This entire segment is left blank.
•The handling code "TPC" is printed on all the labels.
