In Step 5 of the Desktop shipping application, you can click [Options] to add Special Service options to the package.

The options that appear depend on the selected carrier, the destination, and your company's rules. The available options are split on either side of the dialog box with the shipment-level options on the left side and the package-level options on the right side.
